One shared wheel per table, resolved entirely by the chain:
• Every ~2 minutes the wheel spins itself. Each bet is bound to a future settle block; the winning number is HASH(blockhash(H) ‖ blockhash(H+1) ‖ table) mod 37. Those block hashes don't exist yet when you bet, so nobody — not you, not the bank, not the block producer — can know or steer the result while betting is open. Two consecutive blocks are mixed so no single miner can grind it.
• No one has to spin. There's no reveal and no secret. Once your settle block is finalized, anyone can settle your seat and the chain pays a win automatically — a stalling bank can never rob you, because there's nothing for the bank to withhold.
• A win pays the true 36 ÷ numbers-covered. Losing stakes fold into the bankroll, so the table keeps spinning round after round.
• House money is withdrawable. Each bank escrows only its own table's bankroll and reclaims it (± results) with one close — no shared pool, no trust.
